CMAP Innovation + Integration Summit: Creating a Regional Agenda to Address Climate Change

CMAP and its regional partners hosted the second in a series of
Innovation + Integration summits. In developing the 2040 Regional
Comprehensive Plan - due for completion in 2010 -
CMAP is beginning a
dialogue on the development of a regional agenda for addressing impacts of
climate change. This is one of the nation's first such efforts to take a
regional approach.
CMAP and its partners will collect pertinent research and
analyze it to determine potential implications for communities across the
region.
The summit agenda featured distinguished speakers assessing the risks
and opportunities in terms of our energy future, human and natural resource
health, infrastructure, commerce, and land-use and transportation planning.
This event was designed for policy makers and advocates across the following
areas: municipal, county and regional representation, land-use and
transportation, economic development, health and human services, natural
resources, developers, business and civic organizations, faith-based
organizations,
CMAP board committees.

The Intelligent Transportation Society of America (ITS America) held a
Regional ITS workshop on "Using Regional ITS Architectures" from September
25-26, 2007 in Boston, MA. "Using Regional ITS Architectures" guided
attendees to better utilize the regional and statewide ITS architectures
that have been developed over the past several years.

Transportation Research Board Summer Conference

The TRB 2007 Summer Conference and the 32nd Annual Summer Ports,
Waterways, Freight & International Trade Conference was held

Richard J. Daley 2007 Urban Forum "Building the Future City"
May 2, 2007, Chicago, IL
The third annual Richard J. Daley Urban Forum brought together mayors
from around the world, business leaders, key policy-makers, leading scholars
and commentators to examine how the cities of the future will be built.
Speakers examined the roles that major infrastructure projects,
including transportation, will play in developing and sustaining future
cities. They discussed how these projects can be financed, their impact
on the environment, and their ultimate costs and benefits. They also
discussed how cities should deal with decaying infrastructure that cannot be
renewed, and examined how decisions made now will affect the future economic
and social vitality of a city and the lives of its citizens.

The National Surface Transportation Policy and Revenue Study Commission Field Hearings in Chicago
The National Surface
Transportation Policy and Revenue Study Commission held field hearings on April 18-19, 2007 hearings
in Chicago.
The hearings were held at the James R. Thompson Center (State of Illinois
Building) at 100 West Randolph Street in Chicago, from 1:00 pm - 5:00 pm on
Wednesday, April 18 and 8:40 am - 3:00 pm on Thursday, April 19. Other
field hearings around the country are planned. The
Commission was set up under SAFETEA-LU and will be an important force in the
next reauthorization.

Architecture Open House web cast by CMAP on Northeastern Illinois Regional ITS Architecture
On April 12th, the Chicago Metropolitan Agency for Planning (CMAP)
sponsored a one hour Architecture Open House web cast. The web cast informed participants about the Northeastern Illinois Regional
ITS Architecture update activities as well as it's importance to the
region's planning and programming. Following this introductory session, a
series of focused functional area workshops was held the week of May 7th
at CMAP offices downtown.

Contactless Fare Payment Systems: CFMS Standards and the Future of Fare Collection | |||
|
The
APTA UTFS program is actively promoting the
Contactless Fare Media System Standard (CFMS)
for use in Contactless fare systems throughout North
America. Additionally, there are exciting developments
in the contactless payments industry that will make the
future of transit fare collection bright. These include
using contactless bank cards, mobile devices, and
identification credentials to pay for transit fare. The
UTFS program is actively gathering information on these
approaches and developing training curriculum around
them how they will relate to the
CFMS Standard.
APTA and the UTFS leaders will lead this
highly informative and interesting session with a
special emphasis on interactive question and answer. |

NTCIP 1203 DMS Deployment Experiences: Using the ITS Standard for Dynamic Message Signs | |||
|
This T3 webinar was a
technical presentation about the recent improvements
made to the NTCIP 1203 (Dynamic Message Sign) standard,
including a discussion of Virginia's experiences in
deploying an early version of this standard. NTCIP 1203
is one of the most widely deployed ITS standards and
version 2 was recently elevated to Recommended Standard
status by the NTCIP Joint Committee - suggesting that it
is ready for early deployment. This webinar discusses
the enhancements made to the version 2 standard, the
issues that need to be considered when deploying the new
standard, and Virginia's experience in deploying the
standard. |

The Congestion Management Process: Best Practices in Wilmington, DE and Peer-to-Peer Lessons Learned by Albuquerque, NM | |||
|
Congestion is one of the greatest threats to the
nation's economy. Businesses lose an estimated $200
billion per year due to freight bottlenecks; and drivers
waste nearly 4 billion hours of time, and more than 2
billion gallons of fuel, in traffic jams each year. The
greatest concentration of congestion is often along
critical transportation corridors that link residential
areas with business centers, sports arenas and shopping
areas. New road construction alone will not solve the
growing problem of congestion-travel demand on our
nation's roadways is outpacing new freeway capacity by a
factor of five. ITS is now widely recognized as key to
improving the management and operation of highways and
arterials. Metropolitan areas are Increasingly
integrating ITS into their transportation planning and
programming processes through congestion management
processes in order to assure that economic growth and
quality of life will be supported by the region's
surface transportation system. Albuquerque, New Mexico
is facing rapid population growth and shifting land use
patterns. Although ITS applications are been deployed
throughout the region, in 2005 the MPO for the region,
the Mid-Region Council of Governments (MRCOG), concluded
that congestion management process had not been fully
integrated into the programming and transportation
decision making process at the regional or local levels.
MRCOG turned to the ITS Peer-to-Peer Program, and MRCOG
was connected with the Wilmington Area Planning Council
(WILMAPCO) in Delaware because of WILMAPCO's decade of
experience with congestion management systems. In this
T3 webinar, WILMAPCO's experience in integrating
operations into the planning process was detailed. MRCOG
described the gaps that it identified in Albuquerque's
congestion management process, and how it is filling
them through Lessons Learned from Wilmington. |

Arterial Traffic Signal Timing: Addressing Technical and Inter-Jurisdictional Challenge | |||
|
This T3 Webinar focused on the impact of signal
coordination. Two presenters, Bill Henry from the City
of Little Rock, and Reggie Chandra from the Mid-America
Regional Council (MARC), presented on their efforts to
improve signal timing in their regions. Mr. Henry
discussed signal coordination using a timing innovation
known as Dallas Phasing. He provided background on the
timing project, offer a description of the
implementation, and discuss lessons learned. Mr. Chandra
presented on Operation Green Light, a signal timing
project that continues to optimize traffic-signal
corridors that span across multiple jurisdictions (20
municipal agencies and 2 states in the Kansas City
Metropolitan Area). Mr. Chandra focused on the costs and
benefits of traffic signal optimization in Olathe, KS
and discussed both technical and institutional issues
overcome. |

National ITS Architecture Update: New Features of the Latest Version of the National ITS Architecture (Version 6.0) | |||
|
The Architecture provides a
common framework for planning, defining, and integrating
intelligent transportation systems. It is a mature
product that reflects the contributions of a broad
cross-section of the ITS community (transportation
practitioners, systems engineers, system developers,
technology specialists, consultants, etc.). The National
Architecture is required on ITS projects receiving
funding in whole or in part from the Highway Trust Fund,
including the Mass Transit Account. |

A Primer on Wireless Data Transport Systems: Wireless Trends, Tools and Tips | |||
|
The purpose of this Wireless T3 webinar was to provide
background information concerning the use wireless data
transport systems. The availability of unlicensed radio
spectrum has fostered tremendous growth in wireless data
networking and the use of wireless technologies in
support of transportation networks. That growth in the
use of unlicensed radio devices presents us with
challenges. This session explored the reasons for the
growth and introduce information concerning unlicensed
spectrum, architectures and wireless data transport
standards. This session was the first in a series of T3s
that will focus on Wireless Data Transport for Traffic
and ITS. |

Approaches for Integrating Systems Engineering into Your Agency's Business Practices | |||
|
The purpose of this T3 webinar was to address one of the more challenging aspects of
systems engineering (SE)-understanding and articulating
where and how systems engineering applies in an
organization's day-to-day business processes and
practices. To illustrate these concepts, separate case
studies were presented by two State agencies-the
Virginia DOT and the Mississippi DOT-on the approach
these agencies have used to incorporate systems
engineering into their project delivery process. The webinar explored how needed institutional changes
occurred and what products had to be developed in
support of the systems engineering application. |

Developing a Regional Concept for Transportation Operations | |||
|
The purpose of this T3 session was to provide more
background to highlight the use of a Regional Concept
for Transportation Operations (RCTO) as a tool for
facilitating regional collaboration on management and
operations, and to present four metropolitan areas that
have developed and applied RCTOs to their regions:
Portland, Oregon; Detroit, Michigan; Tucson, Arizona;
and Hampton Roads, Virginia. The session explored
the differing approaches used to develop an RCTO, and
the contributing roles of ITS Strategic Plans, Regional
Architectures, and funding sources in this process. |

Public Transit ITS Data Collection and Analysis - Large & Small Agency Lessons Learned | |||
|
This session presented the experiences of the Capital
District Transportation Authority (CDTA) and the Chicago
Transit Authority (CTA) on the deployment and use of
Intelligent Transportation Systems (ITS) in the
management of information. Topics covered included
management reporting and data archiving associated with
on-board ITS technologies that include automated vehicle
location (AVL) systems, next-stop automated announcement
systems, automatic passenger counting systems, and
automated fare collection systems. Additional topics of
discussion included planning applications using AVL data,
CAD/AVL project implementation, and Peer-to-Peer lessons
learned. |

|
This webinar discussed the eleven technologies or systems that constitute
the Transit Core Suite of Technologies. These eleven technologies are
considered the most basic and useful technologies for public transportation
agencies to deploy. |

Systems Engineering (SE) for ITS: Using FHWA's New SE Handbook | |||
|
This T3 webinar presented an overview of the FHWA Systems Engineering (SE)
Handbook. The T3 webinar aimed primarily at ITS project managers and
project staff, however the SE concepts described in the webinar would also
be useful to transportation planners, system operators and maintainers, and
other others involved in the Traditional Project Life Cycle for
transportation projects. |
